National Security Entry-Exit Registration System (NSEERS) Ruling

A government program that required certain nonimmigrants to register with immigration authorities after the September 11, 2001, attacks was constitutional and did not violate administrative law, according to a recent court ruling. The US Court of Appeals for the Second Circuit rejected the legal challenges brought by four immigrants ordered removed from the United States as a result of their participation in the Special Registration portion of the National Security Entry-Exit Registration System (NSEERS) program. NSEERS required adult male nonimmigrants from designated countries to present themselves to immigration authorities for registration, fingerprinting, and questioning.
